The following is a comprehensive listing of the victims of the St. Francis Dam disaster based on the latest research of archeologist Ann Stansell.

There was no official death toll published following the disaster. None of the contemporary newspapers attempted more than daily lists of the identified dead, a system that produced wide variation and substantial discrepancies.

Within a few days after the event, most newspapers stopped carrying lists of the victims of the St. Francis Dam disaster and simply incorporated the names of newly identified dead into their main stories about the collapse, making it even more difficult to keep track of the total.

In July 1929, the Death and Disability Claims Committee, under the direction of the Citizens’ Restoration Committee, published the most conclusive report compiled by the City of Los Angeles reporting on the number of dead (see Walter B. Allen 1929 St. Francis Dam Disaster: Report of Committee on Death and Personal Injuries to the Citizens’ Restoration Committee. Department of Public Works, Los Angeles). The report states 370 individuals (i.e. 306 identified and missing and 64 unidentified) were killed in the failure; however, no comprehensive list of victims of the St. Francis Dam disaster is provided therein. What is provided in the report are lists of claimants and settlement amounts associated with death and injury directly resulting from the failure.

The St. Francis Dam Claims Records administered by the Citizens’ Restoration Committee in 1928 and now on file at the Los Angeles Department of Water and Power Records Center have proven to be the most accurate base from which to build a list of victims of the St. Francis Dam disaster. The following list of 403 victims has been compiled from City of Los Angeles claim file data; Los Angeles and Ventura county death certificates; make-shift morgue records, inquest reports, and Coroner Oliver Reardon’s personal papers held at the Museum of Ventura County Library; cemetery records and grave markers; and obituaries and newspaper stories.

The number of casualties has been calculated between a minimum of 308 and a maximum of 403. 308 bodies were recovered. 240 of these individuals were identified and 68 were not identified. 95 persons were reported missing. Death claims were made and paid out for 79 of the missing, while no claims were received for 16 of the reported missing. It is likely at some of the missing are those that were recovered but not identified. This accounts for the range in the number of victims of the St. Francis Dam disaster. We presently know the identified and missing by name, age, familial relationships, and community of residence, and also know at which of the makeshift Red Cross morgues their bodies were handled. Unidentified are listed by their morgue number.

Luz (Chavez) Alvarado, a 36 year old female born in Mexico in 1892, the wife of Crisostomo Alvarado, Sr., was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. Her body was recovered and tracked as Santa Paula 28 until she was identified and buried at Oakwood Memorial Park, Chatsworth, Los Angeles County, California.

Belen Alvarado, a 9 year old female born in Boone, Colorado in 1919, the daughter of Crisostomo and Maria (Zubia) Alvarado, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. Her body was recovered and tracked as Newhall 52 until she was identified and buried at Oakwood Memorial Park, Chatsworth, Los Angeles County, California.

Carlos Alvarado, a 8 year old male born in Pueblo, Colorado in 1920, the son of Crisostomo and Maria (Zubia) Alvarado, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. His body was recovered and tracked as Newhall 51 until he was identified and buried at Oakwood Memorial Park, Chatsworth, Los Angeles County, California.

Crisostomo Alvarado, Jr. , a 5 year old male born in Mexico in 1923, the son of Crisostomo and Maria (Zubia) Alvarado, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. His body was recovered and tracked as Newhall 72 until he was identified and buried at Oakwood Memorial Park, Chatsworth, Los Angeles County, California.

Antonio “Anthony” Alvarado, a 9 day old male born in Castaic, Los Angeles County, California on 3/4/1928, the son of Crisostomo and Luz (Chavez) Alvarado, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Jesus Alvarez, a 43 year old male born in Mexico in 1885, the husband of Carmen (Valenzuela) Alvarez, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Carmen (Valenzuela) Alvarez, a 34 year 8 month old female born in Juarez, Mexico on 6/16/1893, the wife of Jesus Alvarez, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. Her body was recovered and tracked as Newhall 56; Flickinger & Hopson, Bakersfield until she was identified and buried at Calvary Cemetery, East Los Angeles, Los Angeles County, California.

Ynez Alvarez, a 10 year old female born in Juarez, Mexico in 1918, the daughter of Jesus and Carmen (Valenzuela) Alvarez, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. Her body was recovered and tracked as Santa Paula 12 until she was identified and buried at Calvary Cemetery, East Los Angeles, Los Angeles County, California.

Ramon Alvarez, a 8 year old male born in El Paso, Texas in 1920, the son of Jesus and Carmen (Valenzuela) Alvarez, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. His body was recovered and tracked as Santa Paula 55 until he was identified and buried at Calvary Cemetery, East Los Angeles, Los Angeles County, California.

Julia Alvarez, a 7 year old female born in Juarez, Mexico in 1921, the daughter of Jesus and Carmen (Valenzuela) Alvarez, was living at the Southern Pacific Section Camp at Castaic Junction the night of the disaster. Her body was recovered and tracked as Fillmore 12 until she was identified and buried at Calvary Cemetery, East Los Angeles, Los Angeles County, California.

Clinton M. Anderson, a 52 year 4 month 12 day old male born in Xenia, Greene County, Ohio on 11/1/1875, the son of James “Jamie” and Susana (Arron) Anderson, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Fillmore 24 until he was identified and buried at Forest Lawn Cemetery, Glendale, Los Angeles County, California.

Keith B. Anderson, a 21 year old male born in Los Angeles County, California on 13/31/1906, the son of Clinton M. and Vela M. (Williams) Anderson, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Timothy Andrews, a 36 year old male born in Jamaica on 3/30/1892, the son of Isaac and Mary (Platt) Andrews, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Fillmore 19 until he was identified and cremated.

Jessie Lloyd Asher, a 26 year 11 month 16 day old male born in Baker City, Oregon on 3/29/1901, the son of William S. and Mary A. (Darnold) Asher, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Ventura 49 (Reardon) until he was identified and buried at Inglewood Park Cemetery, Inglewood, Los Angeles County, California.

Eugene Wilberforce Averill, a 22 year old male born in Hasbrouck Heights, Bergen, New Jersey on 5/19/1906, the son of Stephen P. and Mae Averill, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

John “Scotty” Barry, a 33 year old male born in unknown in 1895, the son of unknown, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Fillmore 14 until he was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

George Mateo “Georgie” Basolo, a 21 year 4 day old male born in Ventura County, California on 3/6/1907, the son of Carlo D. and Lena C. (Patricia) Basolo and husband of Leora Basolo, was living at the Basolo Ranch in Bardsdale the night of the disaster. His body was recovered and tracked as Oxnard 8 until he was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Harley Sylvester Berry, a 37 year old male born in Stockton, San Joaquin County, California on 11/28/1891, the son of John Peterson and Sarah (Whitworth) Berry and husband of OraMae (Pratt) Berry, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Fillmore 58 until he was identified and buried at Inglewood Park Cemetery, Inglewood, Los Angeles County, California.

OraMae Beverly (Pratt) Sheppardson Berry, a 32 year 1 month 16 day old female born in Dundee, Kane County, Illinois on 1/26/1896, the daughter of Henry M. and Wilhelmina “Minnie” F. (Kruse) Berry and wife of Harley Berry, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. Her body was recovered and tracked as Newhall 29 until she was identified and buried at Inglewood Park Cemetery, Inglewood, Los Angeles County, California.

Paul J. Best, a 27 year old male born in Canada or New York in 1902, the son of John Paul and Mary (Halasz) Best and divorced from Lottie Marion (Grove), was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Frank Bianchi, a 33 year old male born in Los Angeles, Los Angeles County, California on 3/13/1894, the son of Lena Bianchi, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Fillmore 47 until he was identified and buried at Union Cemetery, Bakersfield, Kern County, California.

Enos Bilyen, a 43 year old male born in Alton, Illinois on 2/21/1889, the brother of Belle Bennett, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Santa Paula 38 until he was identified and buried at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Solomon J. Bird, a 47 year 7 month old male born in Luray, Page County, Virginia on 7/2/1880, the wife of Maggie L. (Graves) Bird, was living at the Carey Ranch in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 15 until he was identified and buried at Los Angeles National Cemetery, Los Angeles, Los Angeles County, California.

Grace (Rice) Boardman, a 44 year 9 month 10 day old female born in Nebraska on 05/03/1883, the wife of George P. Boardman, was living at the Boardman Ranch in Fillmore the night of the disaster. Her body was recovered and tracked as Oxnard 1 until she was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Florence Ellouse Boardman, a 6 year 11 month 26 day old female born in California on 3/16/1921, the daughter of George P. and Grace (Rice) Boardman, was living at the Boardman Ranch in Fillmore the night of the disaster. Her body was recovered and tracked as Oxnard 13 until she was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Beryl Bogue, a 30 year old male born in Ankeny, Iowa on 5/26/1897, the son of Henry and Lizzie Bogue, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was not recovered and a cenotaph was placed in his honor at Berwick Cemetery, Berwick, Polk County, Iowa.

Maximilian “Max” Bowsky, a 67 year 6 month 8 day old male born in New York City, New York on 9/5/1860, the husband of Olga (Reinwarth) Bowsky, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 41 until he was identified and buried at San Gabriel Cemetery, San Gabriel, Los Angeles County, California.

Basil H. Bross, a 23 year old male born in Oklahoma in 1905, the son of Earl F. and Myrta Bross, was on duty in Bureau of Power and Light (BP&L) Power House 2 in San Francisquito Canyon the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

John Howard Bryson, a 19 year old male born in Niota, Tennessee in 1909, the son of J.D. and Meda (Sharp) Bryson, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Fillmore 26 until he was identified and buried at West View Cemetery, Sweetwater, Monroe County, Tennessee.

Frederick “Fred” Arthur Burnett, a 43 year old male born in on 10/25/1884, the son of Moses T. and Anna E. Burnett, was living at the Hardison Ranch in Santa Paula the night of the disaster. His body was not recovered and a cenotaph was placed in his honor at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Louis Martin Burns, a 35 year old male born in Palmdale, Los Angeles, County, California on 11/21/1892, the son of Russell B. and Olive “Ollie’ (Rich) Burns and husband of Lois (Wilson) Burns, was on duty in Bureau of Power and Light (BP&L) Power House 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 64 until he was identified and buried at Lancaster Cemetery, Lancaster, Los Angeles County, California.

Lois Elizabeth “Bessie” (Wilson) Burns, a 31 year 11 month 20 day old female born in Missouri on 3/24/1896, the son of Archibald and Alta A. Wilson and wife of Louis Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. Her body was recovered and tracked as Newhall 34 until she was identified and buried at Lancaster Cemetery, Lancaster, Los Angeles County, California.

Clifford Harrison Burns, a 9 year 7 month 19 day old male born in Lancaster, Los Angeles County, California on 7/23/1918, the son of Louis and Lois Bessie (Wilson) Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 70 until he was identified and buried at Lancaster Cemetery, Lancaster, Los Angeles County, California.

Harry Burns, a 33 year old male born in Palmdale, Los Angeles, County, California in 7/1894, the son of Russell B. and Olive “Ollie” (Rich) Burns and husband of Leora (Kiel) Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Leora (Kiel) Burns, a 32 year old female born in Ohio in 6/1895, the son of William L. and Margaret “Maggie” A. Kiel and wife of Harry Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. Her body was recovered and tracked as Fillmore 03 until she was identified and buried at Lancaster Cemetery, Lancaster, Los Angeles County, California.

Beverly Burns, a 2 year 6 month 28 day old female born in San Francisquito Canyon, California on 8/14/1925, the daughter of Harry and Leora (Keil) Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. Her body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Maynard R. Burns, a 4 year 3 month old male born in Lancaster, California on 12/13/1923, the son of Harry and Leora (Keil) Burns, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was not recovered or is among the unidentified buried at Ivy Lawn and Santa Paula cemeteries.

Antonio “Tony” Cappello, a 60 year old male born in Italy in 1868, the son of unknown, was living at the Basolo Ranch in Bardsdale the night of the disaster. His body was recovered and tracked as Oxnard 10 until he was identified and buried at Ivy Lawn Cemetery, Ventura, Ventura County, California.

Maria DeJesus S. Carrillo, a 32 year 11 month 27 day old female born in Mexico on 03/17/1895, the daughter of Placido and E. Sandoval and wife of Juan Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. Her body was recovered and tracked as Fillmore 43 until she was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Jose D. Carrillo, a 13 year old male born in Mexico in 1915, the son of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. His body was not recovered and a cenotaph was placed in his honor at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Matilde E. Carrillo, a 11 year old male born in Mexico in 1917, the son of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. His body was recovered and tracked as Santa Paula 07 until he was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Senona Carrillo, a 7 year old female born in Fillmore, California in 1921, the daughter of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. Her body was recovered and tracked as Fillmore 38 until she was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Adolfo Carrillo, a 5 year old male born in Fillmore, California in 1923, the son of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. His body was recovered and tracked as Ventura 1 (Reardon) until he was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Anacleto D. “Juan” Carrillo, a 2 year 7 month 20 day old male born in Fillmore, California on 7/23/1925, the son of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. His body was recovered and tracked as Ventura 19 (Reardon) until he was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Isavel Carrillo, a 1 year 6 month old male born in Fillmore, California on 09/00/1926, the son of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. His body was not recovered and a cenotaph was placed in his honor at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Marcela D. Carrillo, a 2 month old female born in Fillmore, California on 01/00/1928, the daughter of Juan and Maria (Sandoval) Carrillo, was living at the Cummings Ranch in Fillmore the night of the disaster. Her body was not recovered and a cenotaph was placed in her honor at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Hipolito Cerna, a 46 year old male born in Mexico in 1882, the father of Isabella Torres, brother of Pedro Cerna, was living at the Cerna Ranch in Bardsdale the night of the disaster. His body was recovered and tracked as Santa Paula 51 until he was identified and buried at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Florencia Q. Cerna, a about 48 year old female born in Tecario, Michuacan, Mexico in 1880, the wife of Hipolito, sister in law of Pedro Cerna, was living at the Cerna Ranch in Bardsdale the night of the disaster. Her body was not recovered and a cenotaph was placed in her honor at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Phillip Cesena, a 15 year 11 month old male born in Newhall, California on 04/00/1912, the son of Leonard and Erolinda (Rivera) Cesena and brother of Leonard and Vincent Cesena, was living on Newhall Ranch land at Castaic Junction the night of the disaster. His body was recovered and tracked as Santa Paula 46 until he was identified and buried at Ruiz-Perea Cemetery, San Francisquito Canyon, Los Angeles County, California.

A. V. “Bert” Chesney, a 50 year old male born in unknown in 1878, the son of unknown, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Santa Paula 03 until he was identified and buried at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Homer C. Coe, a 27 year 1 month 3 day old male born in Los Angeles, Los Angeles County, California on 2/10/1901, the son of Cyrus R. and Martha C. (McLaughlin) Coe and husband of Nora (Hanson) Coe, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 54; Flickinger & Hopson, Bakersfield until he was identified and buried at Woodlawn Cemetery, Santa Monica, Los Angeles County, California.

Nora F. (Hanson) Coe, a 21 year 10 month 17 day old female born in Madison, South Dakota on 4/26/1906, the daughter of Beadle and Nellie (Dixon) Hanson and wife of Homer Coe, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. Her body was recovered and tracked as Fillmore 02 until she was identified and buried at Woodlawn Cemetery, Santa Monica, Los Angeles County, California.

Kenneth Homer Coe, a 2 year 8 month 13 day old male born in Santa Monica, Los Angeles County, California on 6/30/1925, the son of Homer and Nora (Hanson) Coe, was living in the Bureau of Power and Light (BP&L) community at Power Plant 2 in San Francisquito Canyon the night of the disaster. His body was recovered and tracked as Newhall 9 until he was identified and buried at Woodlawn Cemetery, Santa Monica, Los Angeles County, California.

Cintha Ellen (Bailey) Coffer, a 69 year 11 month 20 day old female born in Missouri on 3/22/1858, the daughter of George Bailey and wife of unknown, was living at the Schaeffer Ranch in Fillmore the night of the disaster. Her body was recovered and tracked as Fillmore 44 until she was identified and buried at Bardsdale Cemetery, Bardsdale, Ventura County, California.

Walter J. Colburn, a 46 year old male born in Merrimac, Wisconsin on 12/10/1882, the son of unknown, was staying at the temporary Southern California Edison (SCE) Kemp Camp at Blue Cut Siding the night of the disaster. His body was recovered and tracked as Santa Paula 21 until he was identified and buried at Union Cemetery, Bakersfield, Kern County, California.

Ancension Cortez, a 60 year old male born in Mexico in 1868, the son of unknown, was living on Oak Street in Santa Paula the night of the disaster. He suffered shock and died a few days later and was buried at Santa Paula Cemetery, Santa Paula, Ventura County, California.

Marvin Cosper, a 23 year old male born in Texas on 6/23/1905, the son of Amasa K. and Josephine (Johnson) Cosper and brother of Purl Cosper, was living at the Burnett Ranch in Saugus the night of the disaster. His body was recovered and tracked as Newhall 3 until he was identified and buried at Oakwood Memorial Park, Chatsworth, Los Angeles County, California.
